Sizing emergency planning zones for nuclear power plants in Slovakia when putting them into operation ...
For nuclear power plants (hereinafter only as NPPs) at Bohunice site (V-1 and V-2) the size of the emergency planning zone was determined with a radius of 30 km on the basis of recommendations from experts from the former Soviet Union, while this decision was officially published in the regulation CO 2-19. When establishing this emergency planning zone no analyses were carried out. With respect to the analyses conducted by the former regulator (the Czechoslovak Atomic Energy Commission), a more modern type of reactor with higher safety attribute, when building NPP Mochovce the emergency planning zone was determined with a radius of 20 km. Results of analyses confirmed that the area compared to Bohunice site may be smaller. After the establishment of an independent Slovak Republic the emergency planning zones remained unchanged, and were defined in the former MV SR Decree No. 300/1996 Coll. on hazardous materials, which in its annex provided for the NPP at Bohunice site a radius of 30 km and at Mochovce site, a radius of 20 km.
Changes in the size of the emergency planning zones
In connection with the privatization of SE, a. s., two holders of license for operation of nuclear power plants (NPPs) were created in Slovakia, SE, a. s., and JAVYS, a. s., while in the initial period of their existence the emergency planning zones remained the same for both license holders at Bohunice site, i. e. 30 km radius for V-1 and also for V-2. The emergency planning zone for NPP Mochovce 1&2, has not been altered.
Following the increase of nuclear safety, extensive reconstruction and refurbishment of the NPP and in accordance with the possibilities provided for by the Atomic Act No. 541/2004 Coll. and the NRA SR Decree No. 55/2006 Coll. on details concerning emergency planning in the event of an incident or an accident, the license holders requested adjustments in the size of the relevant emergency planning zone.
- For NPP Bohunice V-2, NRA SR Decision No. 355/2007 approved the size of the emergency planning zone with a radius of 21 km centered in the ventilation stack of the main reactor building of V-2 with the effect from 1 January 2008.
After the shutdown of NPP Bohunice V-1 from the power operation JAVYS, a. s., requested resizing of the emergency planning zone of the nuclear installation of Bohunice V-1.
- Currently for NPP Bohunice V-1 the NRA SR Decision No. 106/2011 is valid, by which NRA SR approved the size of the emergency planning zone defined by the boundaries of the NPP Bohunice V-1.
NRA SR is competent to decide about the change in the size of the emergency planning zone for nuclear installations...
...based on the analyses submitted by the license holder and also by the applicant for resizing the emergency planning zone. NRA SR, after careful examination of the submitted documentation has the right to decide on a change in accordance with the application or not to approve it. In assessing the documentation, NRA SR scrutinizes whether all the requirements were met under the provisions of legal regulations and whether sufficient grounds were demonstrated to change the size of the emergency planning zone in accordance with the nuclear safety improvement.
Inclusion of communities into the emergency planning zones
According to Section 28 of the Atomic Act and on the basis of an approved size of the emergency planning zone the District Offices in the Region decide about including a community into the emergency planning zone. Any additional relevant information is therefore available at the relevant District Office in the Region.
