An inspector of nuclear safety is an employee of NRA SR in permanent or temporary civil service after successful completion of inspector examination before a Committee, consisting of the representatives of the Authority. Powers of the inspector of nuclear safety are specified by Section 31 par. (11) of the Atomic Act, and are as follows::


Inspector is authorized to:


  • Enter at any time without restrictions the premises of license holders and the premises of nuclear installations and the premises where there are nuclear materials, special materials and equipment, or where radioactive waste or spent nuclear fuel is managed, to carry out inspections, get ascertained from professionally competent staff, selected employees, if they are not engaged in an activity having direct impact on nuclear safety, about their knowledge of regulations, to establish the state, causes and consequences of operational events and events during transport of radioactive materials, as well as to check the status of emergency preparedness, to monitor compliance with the nuclear safety, physical protection, compliance with operating rules, to verify professional competence of license holder’s staff, and to participate in the investigation of operational events and events during transport of radioactive materials
  • Exercise control, to participate in tests and to perform actions in order to ascertain whether the requirements of this Act, generally binding legal regulations are complied with, issued thereunder, and the conditions set out in the Decisions of the Authority and in the protocols from inspections
  • Require the submission of documentation, records or other documents necessary for conducting inspections, and to require their copies and provision of information and explanations
  • After notifying the statutory authority of the license holder or a designated employee, to take critical mass analysis samples of materials or media, which are used or are handled, or to take samples from the environment
  • Use technical means to produce photo-documentation, video-documentation and audio-documentation needed for carrying out inspections, unless their use is being prohibited by special regulations
  • Order the preservation of equipment, workplaces, constructions and buildings or parts thereof in their original condition until the end of screening and to order documenting the condition of equipment, workplaces, constructions and buildings or parts thereof at the time of conducting inspection activity
  • Order taking of measurements, inspections, tests and other actions needed for conducting inspection activity
  • After discussing the deficiencies found with the statutory body of the legal entity or a person designated by the statutory body or with a natural person – license holder, in a form of a protocol to impose measures in order to eliminate the deficiencies, including binding deadlines for their fulfilment
  • Withdraw the certificate of special professional competence, if such deficiencies are found with the selected staff member in his/her special professional competence or in his/her activity, which led to a threat or could lead to direct threat to nuclear safety, or to withdraw a certificate of professional competence, if such deficiencies are found with the lecturer in his professional competence or in his activity, which led or could lead to a lack of professional training of selected staff of license holders
